
A securement problem can turn a routine roadside inspection into an out-of-service event, a citation, a delayed delivery, or a serious crash. These cargo securement violation examples show where drivers and fleets most often fall short under FMCSA rules – and what should be checked before the vehicle moves.
Cargo securement is not limited to putting a few straps over freight. The rules require cargo to be contained, immobilized, or secured so it cannot leak, spill, blow, fall from, fall through, or otherwise become dislodged from the commercial motor vehicle. A load that looks stable from the ground can still be noncompliant if its tiedowns, anchor points, blocking, or working load limits do not meet the requirement.
The Rules Behind Cargo Securement Citations
The general cargo securement requirements appear in 49 CFR 393.100 through 393.114. Commodity-specific rules for items such as machinery, vehicles, dressed lumber, concrete pipe, and coil products appear in 49 CFR 393.116 through 393.142. Drivers also have responsibilities under 49 CFR 392.9 to inspect cargo and securement devices before operating and to reexamine the load during the trip.
For most cargo, the practical standard is simple: the securement system must withstand acceleration and deceleration forces of 0.8 g forward, 0.5 g rearward, and 0.5 g sideways. Inspectors evaluate whether the equipment used can actually do that work. They do not have to wait for freight to shift or fall before identifying a violation.
10 Cargo Securement Violation Examples
1. Too Few Tiedowns
A frequent violation is using fewer tiedowns than the cargo length and weight require. Cargo that is not blocked, braced, or immobilized must generally have at least one tiedown for every 10 feet of cargo length, with a minimum of two tiedowns for articles that are 5 feet or longer and weigh more than 1,100 pounds.
A single strap across a long palletized machine may look sufficient, but appearance is not the standard. Count the tiedowns, confirm their placement, and make sure the cargo cannot move forward, rearward, or sideways.
2. Tiedowns With Insufficient Working Load Limit
Having enough straps does not solve the problem if their combined working load limit is too low. In many applications, the aggregate working load limit of the tiedowns must be at least one-half of the cargo’s weight. The lowest working load limit of any component in the tiedown assembly controls.
For example, a chain may be rated for more force than the binder, hook, or anchor point used with it. If one component has a lower rating, that lower value is what counts. Missing or unreadable markings can also create a problem because the driver cannot verify the equipment’s capacity.
3. Damaged Straps, Chains, or Binders
Frayed webbing, cuts, melted fibers, bent hooks, stretched chain links, cracked ratchets, and damaged binders are clear inspection concerns. Securement devices must be in good working order. A strap that is nearly cut through is not acceptable simply because it is still holding tension at the time of inspection.
Drivers should inspect every device before loading, after the first 50 miles, and whenever they stop to inspect the vehicle. Remove questionable equipment from service rather than leaving it on the trailer for the next load.
4. Loose or Improperly Tensioned Tiedowns
A tiedown that can be moved freely by hand is likely not doing its job. Loose straps allow freight to gain momentum before the tiedown engages, increasing the chance of load shift, equipment failure, and cargo damage.
Overtightening can be a problem as well, particularly with fragile freight or webbing that is pulled over a sharp edge. Use edge protection where needed, apply reasonable tension, and recheck tension after the load settles. Weather, vibration, and cargo compression can change strap tension quickly.
5. No Edge Protection on Sharp Cargo
Sharp edges can cut webbing tiedowns during normal road vibration. If a tiedown is subject to abrasion or cutting at the point where it contacts cargo, appropriate edge protection is required. Cardboard scraps are not a dependable substitute for rated or suitable protection.
This issue is common with fabricated steel, crated freight, sheet products, and machinery with exposed corners. The protection must prevent the cargo edge from damaging the tiedown, not merely cover the edge for appearance.
6. Inadequate Blocking and Bracing
Tiedowns are only one part of a securement system. Cargo can slide on a trailer deck, tip into another piece of freight, or move inside a van if it is not properly blocked or braced. Wood blocking that is cracked, undersized, unsecured, or poorly positioned may not restrain the load under braking forces.
This violation often appears when freight is loaded with open space around it. If cargo is not tight against a bulkhead or other structural support, drivers need a planned method to prevent movement. That may involve blocking, bracing, dunnage, load bars, friction mats, or additional tiedowns, depending on the freight and trailer.
7. Unsecured Equipment, Tools, or Loose Articles
Inspectors may cite more than the main shipment. Loose chains, tarps, dunnage, hand trucks, spare tires, ramps, and tools can become road hazards if they are not secured. A heavy item stored on the deck behind a load is still cargo if it can shift or fall.
This is easy to miss during a rushed pre-trip. Check trailer storage areas, headache racks, catwalks, and the rear of the trailer. Secure loose equipment with a method suited to its weight and location.
8. Improper Securement of Heavy Vehicles or Machinery
Construction equipment, skid steers, excavators, and other heavy machinery are subject to commodity-specific requirements. Depending on the equipment, drivers may need a minimum number of tiedowns, securement at designated attachment points, and restraint for accessories such as buckets, booms, or blades.
One common error is securing the machine while leaving the attachment elevated or able to swing. Another is attaching chains to weak components rather than manufacturer-designated securement points. The right number of chains does not correct an improper attachment method.
9. Cargo Extending Beyond the Trailer Without Proper Control
Long cargo can create securement and visibility issues when it extends beyond the front or rear of the vehicle. The load must be secured against movement, and required marking or lighting rules may apply based on the extent and timing of the overhang.
Drivers should not assume a red flag solves every issue. A flag may address visibility, but it does not prevent the freight from sliding, rotating, or striking another vehicle. Confirm both the cargo securement plan and the applicable marking requirements before departure.
10. Failing to Conduct Required En Route Checks
A properly secured load can become noncompliant after the truck starts moving. Under 49 CFR 392.9, drivers must inspect cargo and securement devices within the first 50 miles of a trip. They must also reexamine the load whenever they change duty status, after driving for three hours or 150 miles, whichever occurs first.
The regulation has limited exceptions, but most drivers should build these checks into their normal trip plan. A documented, hands-on recheck catches loosened straps, broken blocking, settling cargo, and equipment that was not fully tensioned at loading.
How Fleets Can Reduce Securement Violations
The strongest prevention measure is a repeatable process, not a last-minute walk-around. Dispatch should provide accurate cargo information, including weight, dimensions, commodity type, and special handling needs. Drivers need the correct securement equipment available before they arrive at the shipper, not after the load is already on the deck.
Training should focus on working load limit calculations, tiedown inspection, commodity-specific rules, and real loading scenarios. It also needs to address judgment calls. A lightweight, rigid crate may require a different approach than a dense machine with a high center of gravity. The correct method depends on the cargo, trailer design, available anchor points, and the applicable FMCSR requirements.
For fleet managers, periodic securement audits are useful when they examine actual equipment and actual loads. Review citation trends, inspect straps and chains for damage, and verify that drivers understand when two tiedowns are not enough.
