How to Secure Truck Cargo and Meet DOT Rules

A load can look secure at the dock and still fail the first hard brake, sharp ramp, or crosswind. That is why knowing how to secure truck cargo is not just a loading skill. It is a direct compliance responsibility for drivers, carriers, and anyone involved in preparing commercial freight for transport.

Under FMCSA cargo securement rules, cargo must be restrained so it cannot shift, leak, spill, blow, fall from the vehicle, or otherwise become unsafe during transportation. A citation, out-of-service order, damaged shipment, or crash can result when the load is not properly controlled. The right securement process starts before the truck leaves the loading area and continues through the trip.

Know the FMCSA Cargo Securement Standard

The general cargo securement requirements appear in 49 CFR Part 393, Subpart I, including Sections 393.100 through 393.142. These rules establish the minimum performance standard for cargo securement systems used in interstate commercial transportation.

A securement system must withstand forces of at least 0.8 g forward, 0.5 g rearward, and 0.5 g sideways. In practical terms, the cargo must stay controlled when the truck brakes hard, accelerates, turns, or encounters road conditions that place force on the load.

The regulation does not require one identical method for every load. The correct method depends on the cargo, trailer type, blocking points, load placement, tiedown equipment, and applicable commodity-specific rules. General freight may be secured differently than machinery, coils, concrete pipe, vehicles, lumber, or heavy equipment.

A driver should never assume that a shipper-loaded trailer is automatically compliant. The driver is responsible for ensuring the cargo is properly distributed and secured before operating the vehicle.

Start With Load Placement and Vehicle Condition

Cargo securement begins with the equipment. Inspect the trailer deck, rub rails, stake pockets, anchor points, headboard, bulkhead, dunnage, and any securement hardware before loading. Damaged anchor points, weakened boards, bent winches, or worn straps can turn a compliant-looking load into a failure point.

Place freight so the vehicle remains stable and within legal weight limits. Keep the center of gravity as low as practical, distribute weight appropriately across axles, and avoid placing heavy freight where it can shift into open space. Cargo that is not blocked against forward movement may move under braking even when straps appear tight.

Use blocking, bracing, dunnage, or a bulkhead when needed to prevent movement. Friction alone is not a securement method. A pallet, crate, or machine resting on a trailer floor can slide when force overcomes the surface friction. Securement must account for the direction the cargo can move, not merely hold it down from above.

Choose Tiedowns That Match the Load

Tiedowns include chains, synthetic web straps, wire rope, steel strapping, and other devices used to secure cargo to or within a commercial motor vehicle. Every tiedown must be strong enough for the work, properly attached, and free of damage that affects its safe use.

The working load limit is the maximum load a securement device is rated to handle in service. Do not use the breaking strength as the working load limit. When multiple components make up a tiedown assembly, such as a strap, winch, hook, and anchor point, the working load limit is controlled by the lowest-rated component.

For most cargo, the aggregate working load limit of the tiedowns must equal at least one-half of the weight of the cargo being secured. For example, a 10,000-pound piece of equipment generally requires tiedowns with a combined working load limit of at least 5,000 pounds. That calculation is only part of the requirement. The tiedowns must also be positioned and attached to prevent movement in all directions.

Inspect straps for cuts, tears, burns, broken stitching, knots, chemical damage, and damaged hooks. Inspect chains for cracks, stretching, bent links, excessive wear, or damaged binders. Remove defective equipment from service. A strap with a cut near the edge or a chain with a compromised link is not a minor issue when thousands of pounds are in motion.

Use the Correct Number of Tiedowns

The number of tiedowns required depends on the cargo length, weight, and commodity-specific requirements. For many articles, at least one tiedown is required for cargo that is 5 feet or less in length and 1,100 pounds or less. Larger or heavier articles typically require at least two tiedowns, with additional tiedowns required as cargo length increases.

Do not rely on a simple tiedown count without checking the applicable rule. Some loads have specific standards that override the general approach. Heavy vehicles, large boulders, logs, dressed lumber, concrete products, and metal coils can require specialized securement methods.

Angle matters as well. Tiedowns should be positioned to provide effective restraint, not simply run over the top of the load for appearance. A low strap angle may provide limited downward force. Direct securement, where a chain or strap connects from the cargo directly to the trailer, can provide restraint in a specific direction. Indirect securement, where the tiedown passes over cargo, relies on downward force and friction. Many loads require a combination of methods.

Account for Commodity-Specific Rules

General cargo securement rules are not enough for every shipment. FMCSA provides additional requirements for specific commodities in 49 CFR 393.116 through 393.142. These rules address freight that presents known movement risks or requires industry-specific securement methods.

For example, heavy equipment may need direct tiedowns connected to designated attachment points. Paper rolls, concrete pipe, automobiles, and metal coils each have distinct securement considerations. A fleet that hauls varied freight should train drivers and loaders to identify when a commodity-specific rule applies before selecting equipment.

This is where compliance mistakes often occur. A driver may use enough chains by aggregate working load limit but still fail to comply because the chains are attached incorrectly, the load lacks required blocking, or the commodity requires a different method. Securement is not just a weight calculation. It is a complete system.

Inspect the Load Before and During the Trip

The pre-trip inspection is the last opportunity to correct a securement problem before it becomes a roadside issue. Walk around the vehicle and verify that tiedowns are tight, hooks are seated, binders are secured, edge protection is in place, cargo is blocked as needed, and no component is rubbing against a sharp edge.

Drivers must also inspect cargo and load securement devices within the first 50 miles after beginning a trip. After that, reexamine the load whenever duty status changes, after the vehicle has been driven for three hours, or after 150 miles, whichever occurs first.

These checks are not paperwork exercises. Straps can settle, dunnage can compress, chains can loosen, and freight can shift after normal road vibration. Retighten or adjust the system when necessary. If cargo has shifted in a way that creates a hazard, stop and correct it before continuing.

Common Cargo Securement Failures to Avoid

Many violations come from routine shortcuts rather than unusual circumstances. A driver may use a strap with visible damage, attach to an unsuitable anchor point, fail to protect webbing from sharp cargo edges, or skip the 50-mile recheck because the load “looked good” at departure.

Another frequent failure is using cargo securement equipment without verifying its working load limit. If a strap has no readable identification tag, its rating may not be verifiable during an inspection. Equipment markings, inspection records, and driver knowledge all support a defensible compliance position.

Overconfidence with partial loads also creates risk. A single pallet, machine, or crate can move farther and faster than a fully packed trailer because there is open space around it. Secure individual pieces based on their own movement potential, not on the assumption that the trailer is mostly empty or the trip is short.

Build a Repeatable Securement Process

For fleets, cargo securement should be a documented operating process, not a judgment call left entirely to each driver. Establish procedures for inspecting equipment, selecting tiedowns, verifying working load limits, applying commodity-specific rules, completing rechecks, and reporting damaged gear.

Training matters because securement decisions often happen under dispatch pressure, at unfamiliar facilities, or after hours when supervision is limited. Drivers need to recognize unsafe conditions and have the confidence to stop a load that does not meet the standard. Safety managers need documentation that training was completed and that personnel understand their responsibilities.
